Re: [netcdf-java] announce: netcdf java release 4.2.32

For those who may be interested, I deployed the 4.2.32 branch on http://maven.geotoolkit.org/edu/ucar/ 
I did not tested however (since I'm on the 4.3 branch).

They were some issues in the pom.xml of the 4.2 branch that I fixed as below:

 * Version number has been set to 4.2.32 (was 4.2.27)
 * Directory "resources" of bufr were repeated twice in the JAR file
 * Omitted the net/jcip classes, replaced by a Maven dependency
