Unless I am mistaken, there is already a project that is looking into this from
a CF standpoint, at least for a small segment: 'point observation' data. I
guess it doesn't hit the target directly, but I think some of the discussions
may be relevant.

You will want to be either interested in the nuts and bolts of netcdf and CF,
