[netcdfgroup] ncdump -bf option

The -bf option to ncdump appears to not work in netcdf/4.3.0
on yellowstone.ucar.edu. The "Brief annotations" for Fortran
indices in data do not appear.

It does work in netcdf 3.6.2, which I am running on my Linux
desktop at hao.
