[netcdf-java] Time and location using BUFR iosp

In the 4.2 BUFR iosp, time and latitude/longitude variables were present in the 
structure variables. In versions 4.3 and 4.4 these variables are missing for 
the same BUFR files.

What configuration options do I need to set to get these variables from the 
newer versions?
