Well in theory the FAA has the stick for assigning Idents. Now they will
take suggestions if they work out from my experience. A few years back,
they assigned the ident for the NWS Water Center. We gave them one we
wanted, and since it was available, they said ok. Probably what happened
with Barnes in your example. Military back in the day might have said,
"hey" we want KFMH if available. But that was wayyyy back I believe.
But working back to Boris and his stuff...we lose a lot of data with how
some of these locations get assigned idents. If they don't match up to a
one for one like Boris provided. And it's rather something weird in the
lower 48 like XC45, we won't be able to get it longline disseminated. I
need to see if these FAA rules can be updated...they are probably over 45
years old.
